Notice of Race

6 & 7 February 2010

1. Time and Place
  1.1 The Hobie National Championships 2010 will be held during the weekend of 6 & 7 February on the waters off the Royal Varuna Yacht Club, South Pattaya, Thailand.
2. Organizing Authority
  2.1

The Organizing Authority is the Sailing Committee of the Royal Varuna Yacht Club in conjunction with the Yacht Racing Association of Thailand.

3. Rules

3.1

The Hobie National Championships Thailand 2010 will be governed by:
o The 2009 - 2012 International Sailing Federation (ISAF) Racing Rules of Sailing.
o The current Class Rules of participating yachts.
o This Notice of Race.
o The RVYC Sailing Instructions for the Hobie Nationals 2010 and Attachment.

  3.2 The official language is English.
4. Advertising
  4.1 The Hobie National Championships 2010 are classified as a Category C event, in accordance with the ISAF Advertising Code - Regulation 20.
  4.2 Event sponsors are being sought.
  4.3 Individual sponsorship conflicting with the event sponsors business category shall not be allowed.

5.

Entry and Eligibility

5.1

The Hobie National Championships 2010 are open to the Hobie 16's and Hobie Tigers conforming to IHCA rules.

5.2

A minimum of five boats must be fully registered before 10:00 hrs on the morning of the first race to constitute a class.

  5.3 To enter early, send a request by email to the Sailing Secretary. Payment of the entry fee has to be made at the club during the official registration on Saturday morning.
  5.4 An entry will be accepted when the all details are filled.
  5.5 Boats shall register with the Organizing Authority on Saturday 6 February 2010 before 10:00 hrs.
6. Entry Fees
6.1 The Entry Fee is 1,200 Baht per boat, including a crew of two.
6.2 The entry fee will cover the cost of boat entry and the annual membership fee of the International Hobie Class Association. Tickets for socials will be available from the club front desk.
7. Charter Boats
  7.1 A limited number of boats may be available for charter on a first come, first serve basis. Contact the Sailing Secretary for details on availability, rental fees, security deposits.

8.

Programme of Events

  8.1 The Hobie National Championships 2010 will consist of up to 8 races . A minimum of 3 races is required to constitute the regatta.

9. Courses to be sailed
  9.1 Courses to be sailed wil be triangle, trapezoidal or windward/leeward.
9.2 The course diagrams will be displayed on the glass-briefing screen, lower deck floor, main club house, and be provided in the Sailing Instructions.
9.3 The course number to be sailed by each class will be displayed below their class flag at the warning signal.
10 Time Limits
10.1 The time limit for the first boat to finish a race is 60 minutes. Boats failing to finish within 15 minutes after the first boat in its class sails the course and finishes will be scored DNF (Did Not Finish). This changes RRS 35 and A4.
11.

Equipment

11.1

Competitors are expected to bring their own hulls, spars, foils, sails, control lines and other requirement as allowed by class rules.

11.2

Boats or equipment entered in the Hobie National Championships 2010 may be withdrawn and another yacht or equipment in the same class substituted only when a serious gear failure has occurred and with the written permission of the Race Officer and in accordance with IHCA rukes.

11.3

.No changes shall be made in the sail numbers indicated on the entry form, without the written permission of the Race Officer.

12.

Sailing Instructions

12.1

The Sailing Instructions for the Hobie National Championships 2010 can be obtained from the Sailing Secretary and will be available during registration.

13.

Scoring System

13.1

The Low Point Scoring System, Appendix A4.1 of the Racing rules will apply.

13.2 Discards will be as follows:
If only 4 races are completed then there will be no discards.
If 5 to 6 races are completed the worst score may be discarded.
If more than 6 races are completed, the worst two scores may be discarded.
14 Protest Committee
14.1 A Protest Committee will be appointed.
15. Prizes
  15.1 The Hobie class with 5 or more entries will constitute a Championship class, with the winner of each class declared the Hobie 16 or Hobie Tiger National Champion for 2010. The Champion must be a resident of Thailand or have Thai Nationality.
15.2 Prizes for all participants will be awarded as follows:
5 entries - prize for 1st place
6 - 10 entries - prizes for 1st and 2nd places
11 or more entries - prizes for 1st, 2nd and 3rd places.
16. Weather Conditions
16.1 In February weather conditions are expected to be around 27 degrees centigrade, with wind from a Northerly direction at 6 to 20 knots.
17. Disclaimer
17.1 Competitors participate in the Hobie National Championships 2010 entirely at their own risk. See rule 4, Decision to Race. The Organizing Authority, officers, members and volunteers will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during or after the regatta.
